By paying for your Livespace account, you extend the validity of the positions to which users then are assigned. In practice, it means that the purchased positions for a given period are available regardless of whether and which users you assign to them.
Furthermore, as long as the position is valid, you can remove a user and assign a new one to it at any time without having to pay extra money.

How to add a seat?
To add a new seat, go to Account Settings > Users and click Add positions.
A window will appear where you can increase the number of positions by using the ‘+’ button.
How to delete a seat?
You can delete a seat when deleting or suspending users (by selecting remove the seat as well)
You can also delete a vacant seat by pressing Delete next to the selected seat under Account Settings > Users
